incorporated in the NWT, which are affiliated with their respective national bodies where such bodies exist, and recognized by the Government of the Northwest Territories as the governing body for a particular sport and whose aims and objectives are directed at the promotion and development of sport within the NWT, are eligible to be Active Members.
Affiliate Member
Recreational organizations and multi-sport umbrella organizations incorporated in the Northwest Territories who have public sport and recreation as their prime objective are eligible to be Affiliate Members.
Associate Member
Individuals or private firms who support the aims and objectives of the Federation are eligible to be Associate Members.
Honorary Member
Individuals who have provided outstanding service to the Federation or to sport and recreation in the Northwest Territories may be appointed as a Honorary Member by the Board.
Admission of Active Member
No organization shall be admitted as an Active Member unless:
a) It has made written application to the Board in the form prescribed by the Board;
b) It has been approved as a Member by the Board;
c) It has paid membership dues as determined by the Board; and
d) It meets the Sport North Recognition Criteria for membership as established by the Board.
Good Standing
An Active Member shall be deemed to be in good standing provided they have paid membership dues as prescribed by the Federation, they have complied with the By-laws and policies of the Federation, they are not subject to a disciplinary investigation or action of the Federation and they continue to meet the Federation's Recognition Criteria.
In order for a Territorial Amateur Sport Organization to be recognized by, and funded through the Sport North Federation, the following minimum criteria must be met and maintained.
1. Activity of the organization must meet the definition of sport. The definition of SPORT for the purpose of membership in Sport North is:
"Sport is physical activity involving discipline use of muscle groups requiring mental preparation and strategic method and whose outcome is determined by skill, not chance. It occurs in an organized structure, and competitive environment in which a winner is declared", therefore, "Physical activities are those activities in which bodily movements are valued. Because the movements are valued there is a reason for making up games and contests where the movements have a central role, and are necessary. It is obvious that different features of movements are valued in different physical activities. In some physical activities, speed is the feature valued; in others, accuracy; in others, great force, in others, grace; in others, the length of time the movements can be continued; in others, the feelings and so:
1.1 There must be competition
1.2 Practice and training are required
1.3 The dominant component must be physical and physical endurance of the entrant must be a factor in the outcome
1.4 A reasonable person must consider the activity to be a sport
1.5 The outcome must be dependent upon the physical exertion, direction and participation of the entrant whether or not a machine or animal is used."
2. The association must be legally registered in the NWT for a minimum of one (1) year prior to seeking recognition with a one (1) year probationary period after acceptance.
3. The association must recognize in its long term plan and demonstrate that its activity in the Northwest Territories recognizes and contributes to the mission, goals and objectives of the Federation.
4. The association must recognize in its constitution and demonstrate that its program is territorial in nature and scope without duplication in services; that it provides participant and leadership opportunities for all NWT residents.
5. The association must have a minimum of twenty (20) members and have representation in a minimum of two (2) communities.
6. The association must be volunteer driven.
7. Federation assistance shall not exceed 80% of the association's annual overall operating budget.
8. The association shall be required to demonstrate that they have, among its members, a satisfactory number of active certified coaches holding qualifications under the National Coaching Certification program (NCCP) or equivalent where a national component does not exist.
9. The association shall be required to demonstrate that they have, among its members, a satisfactory number of active certified officials holding qualifications under a national or territorially recognized officials certification program, or equivalent where a national component does not exist.
10. All active members of Sport North are to have representation at the business portion of Sport North's Annual General Meeting and Presidents' Council.
11. Members of Sport North will be required to provide such information as is reasonably requested from time to time.
12. On an annual basis the association must maintain the above criteria and submit:
- Sport North dues
- the Federation's grant accountability and application
- an updated long term plan of the organization's business
- proof of good standing with NWT Societies
NOTES: Any member not meeting one (1) or more of the criteria for active membership in Sport North will, by written notification , be placed on at least one (1) year probation period to enable them, with the full support of Sport North's staff and resources, to take action to again meet the criteria. If, after this probationary period the member still does not meet the criteria, they will be deemed a member not in good standing.
